Taiwan Semiconductor Manufacturing Co. rose to the highest in a week in Taipei trading after New York Governor Andrew Cuomo said the state signed agreements with five companies including Intel Corp. (INTC) , International Business Machines Corp.,Globalfoundries Inc., and Samsung Electronics Co.
